Woop Slap is the mayor from Luffy's hometown and has been the mayor for over 10 years now. He was the first person to stick up for Luffy during his tussle with Higuma the Bear. He also complained about Luffy's dream of becoming a pirate, saying that would bring shame to the village, however, he later called it Luffy's "destiny" in question form. He seems to talk to Makino often about Luffy as she appears to be the only one in the village willing to listen to him.
He is familiar with Garp and his family (including Dragon), stating how he thinks all 3 generations of Garp's family are crazy. He also questions if Dadan knows about the Enies Lobby incident. [1]

- According to the One Piece Blue databook, his real name is Woop Slap.It's also revealed that he knows when and how Luffy was born and also his origin. [2]
- Woop Slap makes a cameo appearance in One Piece: Grand Battle 3 in the storymode ending for Shanks when Rockstar delivers a letter to the wrong Whitebeard.
