Vira
From One Piece Encyclopedia
Vira is a location in One Piece. Although never seen, Nami reads in the newspaper that is was recently overthrown.[1] Vira is a small country in comparison to somewhere like Alabasta.
Later in the Jaya arc this place was also mentioned in one of Norland Montblanc's journal entries. 400 hundred years ago it was described as a sunny town. [2]
