Strong Guys in Batlle during the Whitebeard War

My little brother ask me Why is it that the guys that are very strong can just stand around in the middle of the war. They will not fight unless some carzy fools attacked them or when they do attack people, at least 15-20 guys gets blow away. I though it was funny but I wanted everybody's opinion on this.
