Samu Samu no Mi is a non-canon Paramecia-type Devil Fruit, only mentioned in Oda's SBS, and eaten by an unknown reader of the series.
The word "samu" is taken from "samui", which means "cold".
It can be translated as "chilly", which is a Japanese parlance to describe how corny humor can be, hence the name "Chilly-Chilly Fruit".
To avoid confusion with the English version of the Hie Hie no Mi, this fruit has been translated to the Samu-Samu Fruit.
SBS question, a reader said his friend gave him a fruit, he ate it, and from that point on, he/she could only tell stupid, bad, and flat jokes. Oda answered the question by saying it was the Samu Samu no Mi.
