Revolutionaries
From One Piece Encyclopedia
Little is known about the Revolutionary forces thus far into the story. What is known is that their movement is a threat to the stability of the world and that they aim to go against the World Government itself. It would also seem that they are knowledgeable, and well aware that it was Monkey D. Luffy who truly defeated Crocodile in Arabasta.[1]
The Revolutionaries base seems to be located in the Grand Line at Paladego, a windy island with snow-white soil terrains.[1]

[edit] History
It was revealed that during the World Government's meeting at Mariejoa[2] (the World Government's capital) six years before the current storyline that Dragon, leader of the Revolutionaries, was getting stronger and that in 5 or 6 years time he would be a threat to world power.
Sometime after the Enies Lobby was annihilated by the Straw Hat Pirates, the Revolutionary armies declared a victory in the South Blue at a place called Saint Reia.[1] With this recent victory members of the Revolutionary believe that they can now start on the North Blue, however their leader Dragon believes they are celebrating too soon in the war. What other victories have occurred are currently unknown, the only hint being is the information told by Robin that many countries have already fallen.
Sometime ago, a commander of the Revolutionaries, Emporio Ivankov, along with another member, Inazuma, were incarcerated into Level 5 of Impel Down for their memberships. Since then, they were waiting for Dragon to declare war, and that they would break out to join the fray. However, with the discovery that Monkey D. Luffy is Dragon's son and the assumption that Luffy's brother, Portgas D. Ace, was also Dragon's son [They don't know Ace is Roger's son], and the latter's execution is impending, the two imprisoned Revolutionaries decided the time to break out has arrived.[3]
They currently liberated Tequila Wolf, freeing all Slaves, including Nico Robin.[4]
[edit] World Government Reactions
Anyone who becomes a Revolutionary is declared a threat and becomes wanted by the World Government. What the motives are of the Revolutionaries remain unknown, but according to the Counsel of Kings, their ideals and actions are dangerous (but from past actions their ideals might only be dangerous to the World Government itself). Any country displaying signs of revolution runs a risk of being targeted by the World Government. When Drum Island chose to change their government, their King Wapol warned them such actions carry a risk factor and the World Government would never allow it[2].
