Mr. Mellow

Mr. Mellow is the only identified member of the Baroque Works Billions. He is somewhat leader of at least some Billions and orders an unsuccessful attack on Portgas D. Ace and oversaw the murder of Mr. 11 He's responsible for bringing Dance Powder into Arabasta, causing its people to rebel against the king by lying it was being ordered by the king to bring Dance Powder into Arabasta.
