Captain Moor (ムーア大佐 Mūa Taisa) is a filler marine, appearing in the Goat Island Arc. He prefers to act immediately, without any great thinking. He seems to be a true believer in justice, however he seems to lean more towards "moral justice". When the Straw Hats reveal one of Moor's sergeants, Minchi, to be a traitor, Moor lets the Straw hats escape.
