The Levely[2] is a council formed by the World Government which consists of 50 of the world's leaders out of the over 170 nations affiliated with the World Government.

Overview

Every four years, kings and queens from World Government affiliated nations gather at Pangaea Castle in Mary Geoise for a seven day conference to discuss current events and debate plans for the future. The matters discussed and decided on at the Levely could affect the entire world.

Only 50 rulers out of over 170 affiliated nations are allowed to partake at each Levely. Monarchs who are especially popular amongst the world's populace like Nefertari Cobra are able to join, and even those became recently rulers due to being voted in by their people such as Dalton are also allowed. For some rulers, special conditions or favors have to be met in order to participate, like when the ruler of Vodka Kingdom had to give his most powerful soldier to the Marines to be allowed to attend. The monarchs who are allowed to join are also allowed to bring over guests, such as family members, guards and even wanted pirates. However, certain events could cause usual participants to be barred from attending the Levely, such as Fisher Tiger's attack on Mary Geoise, which kept the Neptune Family from attending for a while.

Risks

As this is a meeting of leaders of nations, a full scale war could be initiated if one king simply insults another. An example is when Wapol purposely hit Nefertari Vivi as an act of revenge against her father, Cobra, after he had scolded Wapol for his selfishness. Due to Vivi's kindness and wisdom beyond her years, she refrained from making a scene, and Wapol was simply angered and left. The possibility for conflict is heightened due to the extreme range of viewpoints among the kings.[3] Garp considers them to have peace as long as there no bloodshed, despite the amount of tension between different leaders. The last Levely has been regarded as especially bad by Garp and the Five Elders.[4][5]

During each Levely, pirates and criminals often attempt to take advantage of the monarchs traveling overseas, whether by attacking the vessels and kidnapping the royals for ransom, or by attacking the nations while the rulers are away. Hody Jones even planned to invade Mary Geoise and murder every monarch present in order to establish fear of fish-men within humanity on a global. For this reason, the Marines are on high alert for any pirates who would assault the the royals, and a fleet of ships is always present near the Red Line to prevent any pirate ships from coming near as well.

Even though the event takes place on their soil, the World Nobles are usually excluded from the events. However, they are allowed to interfere with the Levely for any reason that would suit them, such as when Saint Charlos attempted to enslave Shirahoshi due to his sick obsession with mermaids. They are even allowed to kill any of the representing monarchs should they choose. CP-0 is also usually present with the World Nobles to protect them, and carry out any orders they are given, such as murdering kings. The only thing that can stop them from causing such a scene is the intervention of another World Noble willing to stop them, such as Saint Mjosgard. The word of the World Nobles can hold great sway even at the Levely.[6]

The biggest risk, however, are the Five Elders, as well as their master, Imu, who hold the highest power within the World Government. During the Levely, certain monarchs can ask for a private audience with them and can gain one if the elders allow it, but if said monarch were to prove to be a threat, or even learn of Imu's existence, then they can have that monarch killed and place the blame on someone else. This was proven when Cobra wished to have a discussion with the elders regarding the Poneglyphs, but was then marked for death when Imu revealed themselves to him. They can also have CP-0 kidnap royals for various reasons, such as Nefertari Vivi when Imu ordered her to be brought to them.

Customs and Procedures

With a gathering of so many world leaders in such a "sacred" place, there are naturally some rules and regulations put in place. One such rule is that everyone, whether they be the royalty or their companions or escorts, are to be disarmed for the duration of the Levely.

All heads-of-state attending the Levely are expected to make a pledge before the Empty Throne, as a sign of allegiance to the World Government, to symbolically state they are supporting of the current "peace", and to remind the royals that they are all on equal ground.

Each meeting, one of the participants acts as chairman. The chairman is chosen in rotation among all participants. During the last meeting, the chairman was King Ham Burger from the Ballywood Kingdom.

Topics

Monkey D. Dragon

Eight years ago, participants discussed Dragon and his actions, stating that within four to five years, he would become a major threat to the World Government. This caused a conflict between Nefertari Cobra and Wapol when Cobra scolded Wapol for not taking the threat seriously.[7]

Fish-Man Island's Relocation

The queen of the Ryugu Kingdom, Otohime, had worked on gathering signatures from her subjects to petition the World Government to relocate Fish-Man Island to the surface as a sign of furthering the peaceful relationship between Fish-Man Island's native races and the humans that comprise the majority of the surface population.[8] Even after her assassination, Otohime's family had worked to continue and fulfill her objective for years and attended the current Levely to finally make their request.[9]

Poneglyphs

Nefertari Cobra, the King of Arabasta, intended to question the World Government about the Poneglyphs during the current Levely.[3] On the first day of the event, the Five Elders were informed about his request for an audience.[10]

Seven Warlords of the Sea System

Despite his disagreement with Sakazuki, Admiral Fujitora went to Mary Geoise and encountered his colleague Ryokugyu. While they ate, they talked about Fujitora's travels and Dr. Vegapunk's new creation that Fujitora believed would make the Seven Warlords of the Sea system obsolete, which he planned to bring up to the Levely participants. Later, Pell told Vivi that Fujitora was in a meeting with Nefertari Cobra and Riku Doldo III.[11][12] Finally, Riku Doldo III and Nefertari Cobra proposed the dissolution of the Seven Warlords of the Sea, citing the abuses commited on their countries by former Warlords Donquixote Doflamingo and Crocodile, with the vast majority of votes agreeing. As a result, the Seven Warlords of the Sea system was abolished.[13]

Independence of the Four-Nation Alliance

A topic on the itinerary, participants discussed whether to allow the independence of a Four-Nation Alliance found in the North Blue.[14]

History

Past

200 years ago, Ryugu Kingdom joined the World Government, and its king was granted a place on the Levely.[15]

46 years ago, the ruler of the Vodka Kingdom sold Kaidou off to the Marines in exchange for the chance to participate in the next Levely, though he later escaped and became a pirate instead.[16]

16 years ago, Queen Otohime, in an effort to get fish-men and merfolk to grow closer to humans, made a proposal to relocate Ryugu Kingdom to the surface. She wanted to present this wish at the Levely that year, and asked her kingdom's citizens for signatures.[17]

15 years ago, King Neptune stated that he would not be allowed to attend the next Levely due to the recent incident of Fisher Tiger raiding Mary Geoise and liberating slaves, which caused Fish-Man Island's standing to fall.[18]

10 years ago, Otohime went to Mary Geoise and returned with an official letter from a World Noble, supporting her cause to relocate Ryugu Kingdom. She stated that the plan could be realistically put into action if enough signatures are collected by the next Levely.[6]

Cobra Yells at Wapol

The Levely reunion 8 years ago.

8 years ago, a Levely was held, with the participants including Thalassa Lucas, Nefertari Cobra and Wapol. During the meeting, Lucas brought up the Revolutionary Dragon, labeling his ideologies "dangerous" and stating that he would become a great threat to the World Government in 4–5 years. Wapol disregarded this as not concerning his country, which prompted Cobra to scold him for his irresponsibility. After the meeting Wapol came across Cobra's daughter Vivi and purposefully hit her as his petty payback against Cobra for humiliating him. Vivi, however, simply apologized in order to avoid conflict between their countries.[1]

Whole Cake Island Saga

Zou Arc

Over 50 countries ruled by royal families were planning to attend this year's meeting. Among them were the Nefertari Family of Arabasta Kingdom, Sterry and his wife, Sarie of Goa Kingdom, Wapol and Miss Universe of Black Drum Kingdom, Dalton of Sakura Kingdom, the Riku Family of Dressrosa, Elizabello II of Prodence Kingdom, and the king of Kano Country. Several rulers were traveling with an entourage from their kingdoms. Some of the participants were shown traveling with Marines escorting them, while some refused it.[3]

The royal family of the Ryugu Kingdom would also attend and ask to relocate Fish-Man Island to the surface, now that Otohime's signature list was full.[3]

Nefertari Cobra planned to ask the World Government about the Poneglyphs and the history of involvement of the Nefertari Family.[3]

Whole Cake Island Arc

Despite no longer ruling any land, the Vinsmoke Family, as the ruling family of the maritime Germa Kingdom, retained the status and the privileges of royalty, including the right to attend Levely.[19] However, Vinsmoke Judge expected the family's activities would imminently lead the World Government to strip them of this right.[20]

Levely Arc

While royals from various countries headed towards the Levely, the World Government severed ties with the Germa Kingdom for attempting to ally with the Big Mom Pirates.[21]

As royals gathered at Mary Geoise, the Revolutionary Army initiated their plan to declare war on the World Nobles with Sabo, Lindbergh, Karasu, and Morley infiltrating the holy land.[22]

When the Levely began, the kings and queens gathered around a table. Ham Burger was appointed chairman for this conference.[23]

Wano Country Saga

Dracule Mihawk noted while reading a newspaper that an interesting topic was brought up at the global conference.[24]

During the Levely, Nefertari Cobra and Riku Doldo III persuaded the other royals to vote for the dissolution of the Seven Warlords of the Sea system.[13]

When Nefertari Cobra, unknown to the participants, was murdered by Imu and the Five Elders with Wapol fleeing the scene, the other royals received word to proceed the conference without them, with Ham Burger turning the focus onto a Four-Nation Alliance in the North Blue, though both King Neptune and Riku Doldo III grew suspicious that something was wrong.[25]

After the fourth day, the Levely officially ended, with the royals and their entourage departing the Red Port. However, the disappearance of the royalty of the Nefertari Family led to some royals being questioned by Marines and CP0.[26]

Translation and Dub Issues

The council's name possessed no official romanization for most of the manga's run, and its Japanese rendering comprises two parts with apparently no relevance to each other: katakana (レヴェリー) roughly pronounced Reverī, and base-kanji (世界会議) translating literally to World Council. This has generated varying translations in English:

  • Most fan translations—as well as the Viz manga and Funimation dub—speculate the katakana is meant to reference the English term reverie and render it accordingly, even after Eiichiro Oda's official romanization Levely was established in Chapter 908.
  • The 4Kids anime, focusing on the base-kanji, adapts it as League of the Kings. Similarly, the Funimation anime adapts it as World Summit.

  • The Levely is similar to the United Nations, both being made up of representatives from different countries around the world. Also, several representatives of the Levely make references to different real countries.
