Template:Char box Commander Governor (ガバナー中佐, Gabanā Chūsa) is the antagonist of the third TV special. He is a corrupt marine lieutenant who once served under Randolph during his time in the Marines.

Governor wears a Black suit along with a standard Marine coat.

He once trusted Randolph as he worked under him in the Marines. After being accused of murdering a shipmate and nearly becoming court martialed, dispite later on being dropped of all charges. He begun seek revenge on Randoph.
