Skypiean Enforcers are dressed in white loose garments without sleeves and with a piece of purple cloth on one shoulder. Unlike civilians they have only one hair "antenna" on the head.
Gan Fall's EnforcersEdit
Gan Fall was the last Skypiean ruler before Enel's invasion. The Enforcers in service to him are seen 6 years ago during the unsuccessful negotiations with Shandia. Afterwards, some of them were turned into slaves by Enel and forced to build the Ark Maxim - the ship for traveling to the Moon.
Another part became the White Berets. Appearing to betray the Enforcers, they pledged allegiance to Enel. They believed that by remaining on the island and trying to prevent anyone from God's anger, they could protect the citizens. But in the end this plan turned out to be a miserable failure, as Enel was plotting to wipe out Skypiea from the beginning. From then on they withstood Enel's law and helped the people from Angel Island to get into safety.
Other than the Priests, Enel had 50 warriors called the Enforcers to fight for him. They have strange pendent organs on both sides of the head and horns. The Enforcers all act like goats, as in they bleat out words when they talk. Each of them is armed with an Axe Dial, which fires out a near invisible compressed air blade to attack enemies, and each wore a Jet Ski Waver, which allows them to travel through the clouds. Yama was the leader, while Hotori and Kotori were Lieutenants of the group.
