Although Arlong's officers have been defeated, Sanji and Zoro prove to be no match for Arlong in their current state. However, with Luffy finally free, he just may be able to defeat the "most wicked man in the East Blue". Meanwhile, Nami finally gathers the courage to face Arlong.
Nami has arrived with the intention of killing Arlong. Arlong simply scolds her over her failures to kill him. He offers Nami one last chance to be his surveyor of her own free will. Arlong would have his henchmen execute the villagers except Nami if she refuses.
Nami worries on what consequences her decision will bring. Soon, Nami and the villagers decides to resist Arlong to the last.
Meanwhile, Nojiko is trying in vain to save Luffy, but when all seemed lost, Luffy begins to spit out water. Arlong suspects that Luffy must have made a fountain for himself to breath, yet is distracted by Zoro. Sanji dives into the water in the last hope of freeing his captain. Luffy regains consciousness and spots Genzo's pinwheel missing.
Arlong prepares to finish Zoro, but Usopp shoots an Egg Star at the Fishman. Usopp then reveals that Chew is beaten.
But, Hatchan begins to wake up and Usopp shoots a rubber band, hoping to buy time for Sanji. However, Hatchan panics over how the rubber band was aimed at him, yet still dives into the water in order to doom Luffy.
As their fight continues, Arlong jabs his nose into Zoro. Sanji makes it to the rock holding Luffy under water, but Hatchan attempts to rapidly punch him underwater. Nojiko stands in Hatchan's path hoping to give Sanji more time.
Soon, Arlong has Zoro at his mercy, spotting the scars Mihawk gave him. He is shocked to see how the swordsman can survive so long. Arlong then prepares to finish Zoro, but the latter laughs.
Hatchan is stopped in his tracks by the wounds given to him earlier, then Sanji manages to break the rock, finally freeing Luffy.
The villagers cheer for Luffy's freedom, and begins to continue his fight against Arlong switching places with Zoro. He pummels the Fishman with a series of attacks and knocks him into a wall, and Luffy admits what he did was a warm up.
Arlong regains his composure and begins to feel angry over the defeat of his minions. He then shows that humans are meant to be inferior.
