Yosaku introduce the term of Shichibukai : 7 strongs pirates hired by the world government

Mihawk and a mermen named Jinbei are two of them. Arlong was in relation with Jinbei.

This is also the first chapter that Mermen and Fishmen are introduced. Sanji speaks of a Grand Line island named Fishman Island he's excited to visit.
